Drowning by numbers In 1987, New Zealand introduced a system whereby
fishermen were allocated a certain number of fish to be caught per
year. These quotas belonged to the fishermen and they could use
them or sell them as they required. Most small fishing groups
eventually sold their quotas to larger companies. These large
companies now have a big say in the monitoring of fish stocks, and
have the power to reduce levels of funding to the Ministry of
Fisheries Research Branch. Many now believe that the system is
being misused and needs to be changed. It is suggested that New
Zealand needs to reduce the influence of the commercial fisheries
and add strict controls on fishing methods to preserve the fish
