A carbon fix?
A carbon fix? Instead of asking developing countries to accept
absolute limits on carbon emissions, a proposal has been unveiled
requiring them to improve the carbon efficiency based on their
economies. Under the 1997 Kyoto Protocol, rich industrialized
nations agreed to reduce their greenhouse gas emissions by 2010. At
that time, developing countries argued that fixed emissions limits
would unfairly stifle their economic growth. This new proposal
should help to reduce carbon emissions from developing nations
