Why build reservoirs when you can use nature's own?

Why build reservoirs when you can use nature's own?
Natural water reservoirs, "aquifers", may contain bacteria which destroys dangerous viruses. If this is the case, these natural reservoirs could be used to store sewage, storm water run-off and other contaminated waters which cannot be allowed to drain into rivers. Eventually, these natural aquifers could help convert impure waters into drinking water.
