Ban on water exports needed, report warns A confidential federal paper warns that Canada
must reach a federal-provincial agreement to ban the export of its
fresh water supply, or else it will undoubtedly be exploited.
Ministers have agreed to meet in the fall to come to an agreement,
and Environment Canada officials recommend that the provinces
commit to preventing bulk water removal and exportation. 20 MAY 1999
